Suggestions made to Fortuguese representative at Canton by H.M.Consul-General:-

1.

That he see Kr.Frank Lee, Commissioner of Foreign Affairs, Canton without delay and present memorandum defining the status of Macao harbour.

That he inform him that in deference to british representations Macao Goverment will not resort to forcible measures, but still adheres to attitude placed on record in the letter to Mr.Liang of May 31st, 1920.

That he request that pending settlement of late incident no more Chinese national vessela be sent to Macao thus increasingly complicating matters.

4.

The he express entire willingness of Government of bacao to subait question of boundaries to the League of Nations or any other impartial tribunal.
